Top Secret: Memorandum-Proposal-Handling the Arabs of Israel
ABSTRACT
This menorandum, proposing changes in Israeli policy toward the Arabs in Israel, was written by Israel Koenig, the Northern District (Galilee) Commissioner of the Ministry of the Interior, and reportedly submitted to Prime Minister Rabin as a secret document. Its subsequent publication in Al Hamishmar, September 7, 1976, brought the document wide, critical attention. In the words of Al Hamishmar, the Koenig report "includes dangerous evaluations and statements. Were they accepted as an authorized position, they would cause a conflict between the Jewish majority and the Arab minority."
