The Wye Memorandum: Netanyahu's Oslo and Unreciprocal Reciprocity
ABSTRACT

This article explores the Wye Memorandum within the context of the peace process. The author argues that, although similar in its fundamentals to the previous Israeli-Palestinian agreements, Wye commits the Palestinian Authority, under the guise of reciprocity, to new security arrangements aiming at destroying opposition to the Oslo process and doing away with internationally sanctioned Palestinian rights.
